Mouse Modifier Bug

Setting the mouse modifier for MIDI Ruler, "left drag" to "No Action" still permits the loop points to be edited. The only action I'd actually like to see here is hand scrolling, incidentally. But that's not available. I never want to edit the loop in the MIDI Editor. It's a nuisance when I accidentally do and I'd like to turn the feature off. Using the mouse modifier "No Action" when dragging in the ruler should support this. Currently it has no effect.

Related..another scenario where setting a mouse modifier to 'no action' doesn't actually have an effect..

Yep, the edit cursor moving also does not obey "no-action" in many cases.
